If it was a "tz" file then you'll need "gunzip" and/or GNU "tar" to extract it and you'll probably need to build it yourself.

I don't have a Windows machine to try it on but did you get anywhere with "winLame"?

The MP3 section gives you dw to front ended: http://audio.jthz.com/razorlamepack.exe or cmd line http://jthz.com/lame. Then gives instructions how to do it.

Doesn't seem to be any limit - it does batch conversions too so I would think not.
