If so, then find out if your ISP offers a space for a web page automatically - I think many ISPs have space to set up a web page as part of their base package, ie you may already be paying for such a space. Check with your ISP.

And any old text editor will do the trick (even notepad) of writing html, but there are better choices out there, one's that can recognize and highlight different html tags in different colors and what not.
