The answer would be no.
Rape is a power thing, and even without a penis there are still ways of oozing your power out over other people in a negative way.

Would castration, as a deterrent for rape, encourage pre-op transexuals (those not deemed psychologically fit for the final stages of the procedure) to commit rape?

Edit: Not remotely serious.

To Clarify - use castration as a punishment for paedophiles, violent/serious/rapists. This then would deter other would be, paedophiles, violent/serious/rapists because they don’t want to lose their penis.

Men generally are adverse to anything that involves damaging or removing their genitals

I don't think it would be effective.

It doesn't tackle the root [unfortunate pun] of the problem: namely, why is someone disposed to act in such a manner? What aspects of their own sexual development have led to deviance from the norm?

These are the questions which should be addressed not some lynch mob return to an age of barbarism.
