Backstory: While in the service, a sergeant would give me monthly evaluations of my performance; everything from appearance of my uniform to the cleanliness of my barracks (I was lucky to be the only one assigned to my room). After a number of months of scoring 9 out of 10 on a good number of items, I asked him why if I was improving I never scored a 10. He replied that the moment he gave me a 10 I wouldn’t have anything to strive for, so to keep me motivated and to remind me that there is always room for improvement, he would only score me a 9.
