Sadly, it is true.
As to whether the judge was "simply" asking the local children to drive it away or kill it is unsure.
There may have been an altercation that drove the dog into the building in the first place.

I was going to post a few links I stumbled across while trying to debunk this story, but the content is very distressing to say the least, so I won't bother.

There were actually 3 dogs used by different sites, so I don't think they had a picture of the dog in question.
