There is some stupid show where they try and model these scenarios using 'experts' to argue in favour of each creature. I think the one they had was a grizzly vs a tiger - but it was very dubious as the tiger kept falling off and could not maintain any sort of grip whatsoever - whereas in reality it would be hanging on to the very bitter end.
The deciding factor would be whether or not the bear could get hold of the tiger before it got his jaws around the throat.
They'd have to be in a neutral venue... Maybe a green field so neither would have a colour advantage.
The Bear is heavier but the Tiger has a larger overbite. I still think the bear would win though... It's taller and bulkier and it can use it's arms better.

I would also say that the motivation is an important factor, protecting their young, starving etc. would make a difference - I.E. the relative determination.
