I think 3(a) was multiple accounts. I thought calling someone a sock puppet meant that they were someone who was such a follower that they did or posted whatever their guru told them to or suggested.

If you think someone is cheating by using an engine or you think they have multiple accounts in effect at the same time, then there are proper channels for addressing that. Simply accusing people of stuff in the forums (real accusations or accusations that look real, not accusing someone of wearing hair curlers to bed) is neither appropriate nor fair. We all get to ruin our own reputations if we want to, but it's not someone else's job to do that for us. If you think you're right about someone, tell the people who can do something about it (i.e. investigate it further, etc.). Otherwise it's just libel.

I thought it was all pretty bad form too, but I've seen quite a number of accusations of people being 'somebody else' and I've yet to see a moderator pick up on it.

How does this 'returning member' thing work then? Why don't they return under their original name? I thought I read somewhere that you couldn't delete an account, so why don't they return under their original account?

A sockpuppet is an extra account that someone creates, especially in order to get a point across in a discussion. You can make it so your sockpuppet account will agree with everything you say on a forum or whatever. They can also be used in other ways, the more interestingly manipulative ones are when you use your sockpuppet to disagree with you in such a stupid way that other people take your side. Basically, sockpuppet = multiple accounts simultaneously.

Read the full article on wikipedia, who are experts at this sort of thing, having had countless users over there using sockpuppets to edit wiki articles to get their worldview across.
