Tax the rich, both progressively and through heavy inheritence taxes, use the extra money to more heavily support the state education system, eliminate private schools and make the standards in all schools equal. Children falling behind must be heavily supported until they catch up, failure in school ultimately leads to poorness in life, it is a cumulative effect.
No one's upbringing should be disadvantaged by background, where you were born, the schools you had little choice in going to; nor should you be allowed the priviledge of going to an immensely expensive private school and get ahead of other children just because of your rich parents, you can get through life just as fairly as the rest of us.
We need a meritocracy, one where you go through life based on your own merit, not on the back of your parents; it is the only 'fair' system that encourages merit, discourages failure based on background and is internationally competitive.
They say life isn't fair, well if I get into power I'm going to do my damndest to make fair.

They will need about 5 years of intensive re-socialization to change the ingrained patterns that lead to poor decision making.

Life skills need teaching at school, how to budget properly, obtain finance, dietary work etc., Far more use than Geography! Or was that because I was awful at Geography?
A Worldwide economic and social solution needs to be undertaken, with making full use of the various resources of each Nation for a stronger World as a whole.
In the 21st century there should be no third World Countries, its just plain wrong!
