why do people start a game ,then before their second move they dont bother moving again,i think when you start a game ,if you dont move even if its before your second move your opponent should be able to t/o you, what does anyone else think

You can time them out... it just doesn't affect either players rating.

Yes.. I've had MANY games like that.. people disappear for all sorts of reasons. But has the timeout period been exceeded? I have played people who can only move once a week or even once every three weeks.
