When my husband died in 1996 our black cat Phillip underwent a total personality change. Up till then he'd been an assertive (neutered, but still) bully who saw off any cat, bird or small dog which invaded his territory. He was built like Garfield and never stopped eating.
He refused to eat and drink, and barely moved for about a week. Eventually I persuaded him to start eating again, but it was several weeks before I could get him to purr. Even then, he'd walk round and round the house looking for Peter and calling him for hours at a time. He never returned to his former boisterous self.
The other cat, Caesar, hardly noticed Peter wasn't there anymore. A few miaows, then back to normal in a day or so.
If I hadn't seen it for myself, I'd still be thinking the same as you.

Is it normal in your neighbourhood to leave tools and/or any other valuable stuff in your driveway, without thinking that they might get stolen?
Was it a flat edged shovel, or one with the sides curved? Did it have a straight pole handle, was there a T at the top, or a triangular handle? Was it a spade or a shovel? I wouldn't try to dig a hole with a shovel if I had a spade as well.

Where I live (semi-rural New Hampshire) lots of people don't even lock their doors. I think you could leave your wallet on the front seat of an unlocked car most days and nobody would take it.
So - trying to understand how my shovel was taken -
Scenario one: someone on my street goes out to do some gardening, realizes he doesn't own a shovel, then says to himself "hey, I saw one in a driveway a few houses down." Makes no sense to me.
Scenario two: a few teens walking home from the bus stop pass my house in the mood for demonstrating their rebelliousness. Instead of knocking down my mailbox, or writing graffiti on my house, or throwing a rock through the window, they say to themselves "hey, let's take that guys shovel, that will really annoy him!" I can't see this as plausible either.
