From what you've said you have a bus mouse. Make sure that you don't have a driver for a PS2 mouse installed. Preferably get rid of Windows and install a good operating system like linux on your machine.

[Edit] - I've just read a your posts more carefully - if you want it to run acceptably you need to put linux on it. You'll have a problem ...[text shortened]... software's free as long as you can work it out or can find someone who knows how to install it.
since its windows 98, you shouldn't need a driver installed at all, unless using dos based programs outside of windows.

MIODude was trying to help you. Yeah, he's a very good, informative rep! These guys go out of their way to help members at RHP and they get a slam in the face! I suggest you say something to him - that you didn't mean to slam him...

If you don't, I don't think any computer experts here will ever help you again. 😳
Thanks Arrakis, but there is no teaching these guys that think they know so much about computers.. they don't want to walk through things from start to finish for proper problem determination .. they just want someone to give them an answer.. I've been in IT for many years, (even had my own computer repair business).. and its always the same.. I start from the beginning so that nothing is missed, and everyone just wants the final answer without working toward it. I give up on them since they obviously know so much.. I just can't figure why they bother asking for help if they know so much.

Hi MIO, you obviously know what you are talking about.
If I had a problem like that you can be assured I would follow all
your steps suggested. I know a bit about computers, just enough
to be dangerous🙂
One thing I found, if you start fixing comps, you are their guru
from then on and you will be back doing freebies forever!
One woman I know has a kid who was friends with one of my sons.
They were pretty poor and the comp crapped out, too much spyware
and I took it on, found out it had a bad HD so I actually bought
one and installed it and reloaded 98 and found the modem bad.
So I got it all running except for the modem and she didn't even
thank me and actually gave us attitude like we were the rich dudes
in town and it smelled like she was pissed I didn't buy a modem!
Needless to say we stopped seeing her, she is on our itshay istlay!

Exactly.. was happening all the time.. my wife's co-workers were always bugging me, and expecting onsite support.. which was one of the resaons I didn't continue with my business.... just found it frustrating going to their house to help with things that would take forever, like calling me to run a defrag, or clean their computer for them.. I tried to get into networking, and went and got my MCSE, and A+, but that was difficult too, as emergency 24/7 support was expected with networking (which, I can understand), and I just didn't have the time for that when I had a full time job too.

I never implied that I know a lot about PC's. And yes I would like to figure out what is up with the thing just for the posterity of it. I don't like to let the b******* beat me'. I just got the feeling that you weren't listening to me, or reading what I had written properly.
I stated that I had been into control panel without my mouse working. You then went on to tell me about keyboard short cuts, which I obviously had already been using. From this I felt you weren't listening and taking the problem seriously and just throwing any old rhubarb at me. Hence the cutty remarks. I apologse if I have upset you or offended you in any way. And please, don't listen to Arakis on this one. He is just trying to stir things up by dredging up an off hand comment I made a week ago, to which you have already responded quite appropriately ie 'My mouse works fine' 😛.
I honestly do think that the blighter is ready for it's roll in scrap heap challenge though. Maybe someone could turn it into a knitting machine pragrammer or something.

Well, I do confess to being in a fairly high state of ignorance when it comes to windows set ups. But do people really need you to run a disk defragmentation for them - this requires about 3 mouse clicks (and a lot of patience as the stupid thing accesses the disk while it's underway...)?

Edit - oh yes if anyone is going to try installing linux on an old machine - leave out gnome - that'll slow it down to a crawl, and you don't really need it.
