To turn the Quick Launch bar off, right click on an empty space on the Taskbar, go to Toolbars and click on Quick Launch to uncheck it. Repeat to re-check.
Also, you might have to unlock the taskbar by right clicking on a clear part and un-ticking the option to lock it.

The quick launch bar is right next to the start bar; the separator won't move. On the top line I have the Start button and the QL bar, then some empty blue space, with my open apps on the bottom line. That separator doesn't move either. Dunno if you are serious but if you are you could try with the Taskbar unlocked, look for faint, vertical probably dotted lines (the separators, which also might be a solid bar) around the Quick Launch bar. Drag the line on the left back up near the top of the Taskbar, next to the Start button and drop it there. 🙂
