Read carefully: I said "unlike what I imagine tights to be"....not what I "imagine them to look like". Meaning, unlike how I think tights probably feel like when you wear them.

I asked my wife about the question in the OP. She said that many women (especially in the winter) choose not to shave their legs. So they will wear tights to avoid the stigma of women and hairy legs.
You know, I'm so used to women having no body or facial hair, I almost forget that they have to work to be that way.
