HAYFEVER ?
@Kewpie saidMaybe my first clue has hindered your progress?
Deconstructing my thought process:
nothing in my 128-word list fits the clues.
a vague recollection of Billy Bunter from my childhood.
still nothing in my list of possibilities.
any more clues?
It’s something of a picnic, with a primary colour.
@Drewnogal saidBecause of "Billy" I tried to look for "goat" -- but that won't work.

@Drewnogal saidIt's very interesting to learn about this:
It’s the greedy Billy Bunter that my word is partly based upon.

HAMPERED ? It's got both picnic food and a colour, but I can't see a connection to Billy Bunter who went for sweet stuff, unless it's pig/ham.
Here in the UK and Australia the Christmas hampers have both savoury and sweet treats like iced Christmas cake, mince pies, chocolate mints etc plus hampers were associated with kids at boarding school.
