Clock not started in clan game?

My opponent has not started clan game

after more than a week. I just noticed that apparently his clock isn't running. What happens if he never moves?

Clock is moving alright, albeit a bug makes it look like it isn't.

I have no idea why the guy isn't moving in our games, but I'll take the skulls even if they don't get me any rating points.

No. If your opponent as White does not move, his clock is still running in the background and the skull will appear. See here: Thread 100764
