You can offer a draw at that time but must also make a move when the draw is offered.

It can be a bit confusing if the draw is refused and the opponent just plays a move.
How do you remember that you offered a draw?
I find it useful to make a note on the game notes -draw offered and if refused change it to draw refused when you move again
