How can I tell people that a minimum ratting of ????? Is required before I ply them?
With regard to random challenges you receive, you can place a line in your profile text specifying those challenges that you will accept. Or you can simply block all challenges and suggest that indending challengers should send a message first.

On your home page go to my settings.
On the list of options there's one called challenge settings.
Press edit and in there you can specify what ratings min and max you will accept and also maximum number of games.
You can't then be challenged outside of these parameters.
Clans . clubs and tournaments is different of course.
