open invites listing question

I don't understand... There are open invites listed, but their is no 'accept offer"phrase listed. And then there are open invites with the accept offer phrase listed. What does that mean? Why the difference? thanks in advance.....

If they have specified a rating limit, then it will not let you accept the game if your rating doesn't qualify.
