I think you can do it if you have their username. It's the same procedure as if you are paying for yourself.

Remember that the subscription is renewed automatically every year.
The given email account gets a message about it a week before (I think), but is easily missed.

Subscribe as normal, but after the billing details have been completed you are returned to the site and you can enter the name of the recipient of the subscription.

Thanks. I worked it out for myself eventually - it is confusing because you get right to the end ie credit card charged already, before they ask you about the user name, so it feels like you are just subscribing for yourself again, which I didn't want to do!
