Tournament question

How can you tell when a new Tournament will start? I can see when they're available but are they tied to date or they just stay open until they're full?

Also, who starts a tournament?

Thanks, but I'm not sure this answers the full question. I can see Tournaments out there waiting but I dont know when the game will start. The thread shows it will start shortly after full, but what if its just up to the minimum?
