Oh quit complaining
1. Giving a timeframe might not be possible. Russ already thought he fixed the issue befor, but that wasnt the case. How can he give you a timeframe if hes not sure what the problem is, let alone how much time it will take to fix?
2. There actually have been access issues to the site. If you missed them it doesnt mean they are not there.
3. How is this quite unfair? If this is 'unfair' to you it is just as 'unfair' to any other member of the site. Its equally 'unfair' to everyone and therefor not unfair?:p

very poor that there is no schedule or explanation
There are some ongoing stability issues which need to be resolved, so the timeout suspension will stay in place.
The explanation was that there were ongoing stability issues and until resolved the timeout suspension would stay in place.
Has Russ said it would take 1 day and it didn't people would complain that it was not sorted within the timeframe given.
Had Russ said it would take a week people would moan about how long it was taking to resolve.
At the end of the day it affects everyone so no-one is better or worse off if it takes an hour, day, week or month to resolve.
