So there is an art to questioning.

The grammatic or syntactic structure is not making a question a question.

A question which is a statement in disuse is not furthering the communication.

yes.


Given the nature of Internet forums like this one (i.e., anonymity, hidden agendas,
insincerity, pretense, satire, and so on...) is a meaningful discussion even possible?

two good points drew.

* Ignoring disrupting posts can concentrate discussion
+ ignored disruptors are discouraged to continue disrupting.
- ignored posters could increase posting frequency or disruptive potential.
->ignoring will be harder

* A bit of lightheartedness and humor will increase the emotional interest in the topic and thread.
+ increased interest and better understanding
- becoming clownesk and thus disruptive

Who would deny that a question that is a statement, may be a rhetorical question?
