How is it not a draw? Is it an unrated game?

White's consolidating move on 143 was good work, but I can't believe Black missed the x-ray attack on 145.

FIDE LAWS
Article 1.3 If the position is such that neither player can possibly checkmate, the game is drawn.

So I would say the game is already over.

That would be fine if playing under FIDE rules. But they didn't invent the game.
