if he is already 13, and only 1400 rated, then the answer to your question is no.
Also, by looking just first ten moves of the game, you can already notice two clear errors by black...8...f6? and 10...h6? plus 3...d5 looks also pretty questinable as does whites c4 couple moves later
In fact the whole game was one big blunderfest. Cant believe black has 1400 rating.

The oldest master was 74 when he was minted.
But, in general, great and very good players are noticed far earlier than 18.
