Have you considered the possibility:

1 He/she may not be aware that some chess players think it is preferable to resign in this type of situation.

2. That he/she may think it is a sign of good manners to allow you to checkmate him/her.

Giving the rating of your opponent, you may be jumping to conclusions which are unwarranted.
