you can resign whenever you want.

In some instances resigning in a won position might be considered bad sportsmanship, but It's not cheating.

Cheating would be using computer assistence in your games.

If two players in a tournament have a previous agreement to resign games to possibly change the outcome of a tournament you don't thinks that's somehow cheating??

I personally think it's very wrong and unfair, an players should be banned or penalized in some other way for doing it. However, it's not against the rules on RHP, so there isn't really anything I can do about it.

I see what you're saying, but to I this is borderline discussing games in progress. Even tho the agreement was made prior. Just my opinion.
