He mated black in 9.5 moves or 19 ply which is under ten moves.

No, it's white's 10th move, so not under 10 moves.

Under the false assumption that the mate can be forced from the starting position, it would be labeled "White to move and mate in 10."

Because you don't say white to move and mate in 9.5 because white can't mate black on blacks 10th move thus they round up. The game is not a complete ten moves therefore it must be under ten moves. It fits the requirements under a technicality. Let the poor guy post his mate without making a fuss.

By the way, I hadn't seen the pattern before, so totally worth to post here as far as I'm concerned.

Is this under 10 move or not? People have different opinions and different point of views. Let's just agree to disagree, because it would be a boring discussion otherwise.

Bullet, years ago. I was white. Meant to do 4. g3, ended up getting mated. Should probably stick to slower games.
