Knaak-Zilberstein - Tallin, 1979.
The diagram appeared imediately before the suspension, and Zilberstein had to seal his move. He had material advantage with Q+2P x R+B, but white had some possibilities of reaction. Knaak analyzed the position and decided he had good chances of draw the game after 1 ... Kh7 2. Rxb5.
However, he was relieved when Zilberstein (USSR champion) reached Knaak and offered the draw immediately. Knaak accepted. But, then, he discovered that Zilberstein sealed the terribly wrong 1 ... Qd1 ??, after which the white gain with 2. Rxh6+ gxh6 3. Rxb5+ and 4. Rxb1.
In OTB games, many people offer the draw before to make the move. Your answer can be:
a) to accept the draw;
b) to refuse the draw;
c) to oblige the opponent to do the move; in this case, (s)he cannoot to remove the offer.
