c4 = more closed games, more positional chess (often transposes to 1. d4 openings)
Nf3 = either Hypermodern play from white, or transpositional device to openings that start with the other 3 (e.g. 1. e4 King's Indian Attack, 1. d4 Colle, etc.)

You're right, how games turn out depend on how you play (and how your opponent plays) but I'm just giving a generalization. Sure there's the more exciting d4 games (e.g. Modern Benoni, QGA...thou it isn't even the main line...) but on the other hand there's the Colle and QGD Orthodox and such.
Besides, the guy's under 1200 so openings are the least of his issues
