He's got every right to play out his game. Perhaps he's hoping to learn something from a stronger player. Perhaps he's just enjoying the game. In any case, he's got the right to play on to the bitter end. If you don't like it resign!
I had an IM ask me once, “Why did you play that? It’s obviously bad.” It may have been obvious to him, but not me. I played it because I didn’t realize it was bad. Why don’t some players resign lost positions? Probably for the same reason; It may be obvious to you they don’t have a chance, but not to them.
