Is it possible to see from the rating gragh if a player use chess programs ? After 120-150 games the rating should stabilize. If the curved goes up and down sharply its not normal !

How true. Strategy is your plan, long and short term and tactics is how you get there.
For example, take sasquatch:

"My long term goal is to get banned so I have come up with a few strategies (plans) to consider.

1. I will make the entire site hate me.
2. I will make Russ hate me.
3. I will delete my account and pretend I have been banned.

Because I am an idiot and number 3 requires some mental prowess, I have chosen #1. To achieve this, I will use the following tactics (means of achieving said plan):

1. I will take offence to anything that is said in reference to me
2. I will take every oppertunity to offend anyone
3. I will be a troll in general

Using these means, I hope to get banned one day."

(Piss people off (tactics) -> whole site hates him (strategy)-> get banned -> mission accomplished)

Might be a bad analogy but its proably because of a bad subject.

I get the basic idea, so classic openings etc are strategies and moves like forks, pins etc are tactics?

Well a player requires a strategy regardless of opening but yes, the choice of opening determines the strategy. It all depends on the imbalances of the position and how to take advantage of your opponents weaknesses as well as cover your own. Yeah, tactics involve those maneuvers but they usually don't actually happen except in lower levels. Most of the time tactics involve the threat of such moves ie. not "oh no I just got screwed." but "oh no I can't do that because (blahblahblah insert combination) will leave me screwed". Well something like that. lol.
