Normal development of the smith-morra is to develop the rooks to the open c and d files, and use them to cause havoc.

The Smith-Morra normally goes: 1. e4 c5 2. d4 cxd4 3. c3 dxc3 and 4. Nxc3 is normally what comes next, if white likes risks then 4. Bc4 cxb2 5. Bxb2 like in the Danish gambit is possible, but probably not very good.
