If my opponent happens to time-out early on in the game, and don't skull him, can i time him out later in the game? (I'm talking about when i'm one move from being mated.)

Timeout restarts with each move, so not unless he again exceeds the limit.

Geez?! If you don't want to get mated you should have clicked the skull. Now you're just trying to avoid a lost game.
