how can I improve my game with a net access, 50$ and 2h a week to play ?
1) Buying some books for 50$ ? (opening books and others ...)
2) Buying Frit8 and play with it ?
3) Suscribe RHP and play lot more games than the 5 authorized for a non suscriber & buying books with the else 31$ ?

Uh,they are 6 games ,not 5..............
You should learn basic opening principles...
i.e. fight for the center, develop quicly, castle earlier rather than later...
But you NOT should waste time on learning different lines
i.e. Caro-Kann, Sicillian, Pirc, QGD, you can learn those much later...
Fritz 8 is awesome for analyzing your games and finding tactical errors which will improve your game greatly.
And yes Tactics is most important for a beginner.
Actually I bought fritz for 38$ (35$+tax) at the local J&R Computer World.
so 38+20 is 58$ might be worth to get both subscriber to rhp and fritz
(Although Fritz 8 comes with Free 1-year subscription to PlayChess.com)
I would concentrate on tactics first and foremost

I think it's beneficial to play some real-time chess (I use FICS - freechess.org) before doing correspondence or turn-based. To start with, I think just having a game-count under your belt is more important than really thinking so deeply about the moves. It takes some repetition to get the feel of the board.
Don't spend money on Fritz ... yet. Grab a copy of scid (scid.sf.net) and crafty (linked to from the same place) to analyze your games. If you want a better analysis engine, consider buying fritz or another commercial offering at that point. Like the above, to start out you don't need anything fancy.
Your $50? Go to your local coffeeshop, buy a coffee and play some OTB against whoever is there. Your $50 should last you a while ....
