Precisely. It's expected and forced - unless there's a powerful argument for pulling back...

Obviously I think its a choice between Ra5/d6/d8

Ra5: The most consistent with our previous move, however, I dislike it as after Kb1 the rook really isn't doing much there, and the pawns on c4 and d4 restrict the rook somewhat.

Rd6: I dont like this due to Qa3

Rd8: Admittedly looks a bit silly, but I still think this move is objectively best out of the three.

Edit: spelling

It loses one tempo, and it's very passive. You don't want to sit and wait out there. Who says A has to say B.

Au contraire. The rook is on the wing which is the best place generally for a rook, it exerts a powerful influence over the centre rank, strengthens the weak queenside where the white King is, looks unassailable and forces a white move for virtually the first time in the game.

The rook doesn't have to DO anything, it just has to BE there.

agreed. that is part of the point of moving Rd5 in the first place. In the event that white plays c4 we simply switch the rook to a5. And its by far the best move out of all possible rook moves

Anyone still want to argue over something, or is it clear that the only good option is Ra5?

20. Ra5 has been played. So what's he gonna play next? The obvious 21. Kb1 or the testy 21. a3, with the view to playing 22. b4 and weaken our rook.

Or something completely different?
