I would just reccomend a chess program. That way he doesn't have to worry about any age limits, talking to strange people or timeouts. If he wants to stop playing for a few weeks no problem. If he still likes chess in 3-4 years he could make an account on here.

I wouldn't think it was a good idea to make an account on here for him or to let him use yours. In fact it would go against the outside help rule no matter just how good he is.

I do not think it is allowed to let other players to play on your account. Perhaps it might be allowed if the game is a unrated game. You might want to check with the powers that be about allowing the kid to play some unrated games. I doubt that it will be allowed.

hmm I don't know if it is allowed to give away your account permanently, but then you could let his mother make the account if you don't feel like breaking the rules.
Personally I wouldn't go through that much trouble, it's not like I turn off my tv if a violent 18+ programm will be displayed while I am only 17...
