I played a much stronger player and got a draw because he blundered his Queen away. What do you think of my game? What mistakes did I make?

You missed a really cool shot with 7.Be3.
      7.d5 a6 8.Ba4 b5 9.Nxb5! axb5 10.Bxb5 Bd7 11.dxc6 and you gained 2 pawns

      Looks good doesn't it?

8.Qe2? I don't get the idea behind that move.It seems to be the one that landed you in trouble too.
      8.Bxc6 bxc6 9.dxe5 dxe5 10.Qxd8 Rfxd8 11.Nxe5 and you're up a pawn
      or
      8.Bxc6 bxc6 9.dxe5 Nd7 10.exd6 cxd6 11.Qd3 Bxf3 12.gxf3

Tricky position at move 21.Nice try by your opponent
      21.Rfe1 Nf4 22.Re3 Rh6+ 23.Kg1 Rg6+ 24.Kf1 Rh6 25.Ke1 and the king escapes

Re 7. d5 - very pretty, thanks. Tactics are my biggest weakness.

Qe2 had logic behind it. I was developing my major pieces. She got off the back Rank and freed up the a Rook to develop as well. While doing so she protected the b5 Bishop without allowing Bxf3 for doubling the Pawns in front of my King...in principle anyway.

She also added some defense to e4, which could likely form the base of the Pawn Chain...and if not that, would be my lone center Pawn.

      That's good thinking.
But first you had to resolve the issue in the center 8.d5 Nb8 (or 8.... Na5?) and now 9.Qe2 seems ok.
Though something to consider is that pin remains a nuisance so it's maybe best to retreat the bishop to e2 to break the pin and develop the queen to d2.

Looks more natural to me but not sure if it's any better than your Qe2 idea.
