What other uses the knight on d2 has other than protecting the other one on f3? Isn't this a passive move compared to Nc3? I have the same feeling towards Be2. It would be much effective in c4 or b5 than in e2.
You are right in that it is slightly passive, but that's not necessarily a bad thing. Would you prefer gxf3?
And as another thought, gxf3 isn't always bad either, it's only bad if you've casted on that side already, it could provide you with a direct route for your Rook to the enemy king.
