Depends on the time.

Just tell 'em your lowest rating, then beat 'em.

If you ever play in a tournament and your opponent asks what your rating is you should just say that you're about to play your first tournament game. Usually they don't even have to ask as that information might already be on the list of players or pairings etc.

But what is more accurate, national rating or internet rating? New players are given a provisional rating for 10-20 games (depends on the country) so you'd get your first "real" national rating after 2-4 tournaments. I for one play only 10-20 tournament games per year so national rating might not be that accurate in showing if I've improved or not. Internet ratings go up and down but you see the general trend better.

And before you ask, comparing a national rating and ICC -rating is next to impossible. An educated guess would be 1200-1600 but people are very different - some perform badly in tournament games or have trouble adjusting to 2d board etc.

Tournament directors may use certain ratings to give you an estimated rating for pairing purposes. There is no reason to use any online ratings in this way, however. If you have played only online, you remain unrated.

Give them the full info. That the rating is from ICC, if playing blitz, tell them 1300, if playing a long game, tell them 1700. Problem solved.
