Background: White got REAL MAD being ahead in material yet agrees to a draw. White thought Black was cheating. Any evaluations or suspicions about this game?

What are the ratings of the players if you dare venture a guess?

looks like a couple of 1400-1500s to me. not higher.

black obviously cheated on move 12, moving two pieces simultaneously. the scared coward!

don't know the english at all, but the opening looked okay. the end... I suppose they ran out of db moves. I'll say 1200.
