Because 876/1000 simplyfly gives 219/250
So in 219 drivers were wearing seatbelts and 31 were not!

To extend that thought - would the driver be responsible for a collision created from such an event? I mean I would take no responsibility for my ex-limb if it went and tromped the gas in heavy traffic!
