why not 2. nc3+ instead of nb2 and then
3. 0-0-0?

It is not nc3+ it is nc3# and thus you did not castle.

Which is why it's not 1. Nf1 either. The N can't get out of the way without accidentally mating the black K.

I suck at making problems, but how about one where it is like - white to move a pawn in 4. Where any pawn move would lead to mate unless 4 other careful moves were taken.

Or white to move a piece other than the king in 4.

Just a thought for the puzzle makers out there.
