That seems to be the case. Our government is funding abortions in third world countries. One could make the case that certain races are affected more than others. The scary part is that Obama increased the funding. It is like he does not care about Africans and he is half African. Go figure....
Some people would probably defend it as reasonable population control, but I think choosing population control over economic development and education makes that claim questionable.

I think that the most important things that Darwin had to say, he put in his books - which I have not read. I should probably start by reading those books before asking him questions as he might have already answered them.
