Maybe this exists already.

But is there a place where you can take a blank board and recreate an OTB position and explore possibilities.

A space for practicing.

If its not available here does anyone know where it may be possible to do this on the web.

There may be better ways to do it, but you could pick any of your games and go to the analyze board function, remove all the pieces and then put back the pieces you want where you want and experiment away to your hearts content.
