How about tournament moderators? Maybe have a few players who would have a list of higher rated players who haven't moved in the last 30 days or so so they know who to look for in banded's if they don't already know. Or if they see something fishy they check the rating graph for a consistantly high rating and the player in question get's the boot. The tournaments would only have to be checked once or twice a day as tourneys usually don't start once they fill up so it wouldn't take that much work. They'd usually only have to look at banded tourneys unless there are some other form a rating limited tourneys that come up. Makes sense?
