Maybe I missed it, but so far, all I've seen from him are some absurd claims to be an expert on cheating that were easily debunked. I see no harm in leaving that up.

If he is accusing people of cheating, or spamming, that is different.

I would say it's not spam. It is not outside the scope of the chess forum, nor I have I seen him repeat it a bunch of times.
