Everyone. There are a lot of players here already and there is nothing wrong with raising the standard a bit.

Only players with a rating of 2500 or higher who have won at least four international grandmaster's only invitational tournaments should be allowed as members.

Oh wait, that seems a little bit restrictive. What if we allow those who have an interest to be rated on some scale that reveals their relative rating strength and provides benchmarks for them to show how they are improving? No, silly idea. Let's make it 2500 and above only.

Well, if chess skills must be proven first, why not also have people prove they can use proper grammar and spell correctly before they can post in the forums? Of they do badly, a pop-up should reject them and redirect them to a grammar tutorial. After all, if there are going to be strict rules, they should at least make sense and be appropriate.
