I am taken aback if people use all-aps.
There could be a small tool to de-capitalize headlines (e.g. if more than one word is capitalized)

Any title over 3 characters long which is wholly caps is now converted to leading character as caps only.

I agree totally but being pedantic; wring in capitals IS shouting so if someone "shouts in all caps" they must be shouting shouting
