I think it would be a good feature to instantly go to the last comment instead of top of page when you click the link.

also button bars, thread list, forum list, etc a the bottom of the page as well.

Yep, either all of that OR a "back to top" link at the bottom of the page.

Thats not the issue Russ. The issue is being able to move from the bottom of the page to the top, to reveal the navigation links.

most browsers you can just hit the [home] key on your keyboard and it will jump to the top of the page
