I would like to play games without any time restrictions.
recently I had a game (still running), where my oppoent
did not move for half of a year. Whats the problem about?
I would like to have the oppinion to start a game without
any restriction.
Of course, some people would just stop moving, when
their position is bad, but I don't think, that will appear
a lot of times. Most people will resign, when they see,
that their position is to resign.
What do you think about that idea?

You answered your own question - you can stop moving in all your losing games and just pick up rating points in winning games = loads more 2000 plus players - or 3000 plus even.

To offer "no time restrictions at all" as a valid option would be unfair to the non-subscribers who have a limited amount of concurrent games. You wouldn't want two of your six slots taken up by games with people who have stopped moving without being able to extract yourself from such a situation.
It's the kind of thing that leads to multi-account abuse.

just agree not to time each other out. No need for a special option for this.
